Draft Comprehensive Plan
In July 2018, the Village of Glen Ellyn hired Houseal Lavigne Associates to assist in drafting a New Comprehensive Plan. The Village’s last Comprehensive Plan was adopted nearly two decades ago in 2001. Since that time, significant efforts have been made to maintain and enhance the Village as a thriving, desirable place to live. As the community is predominantly built out, the Village has focused on growth through redevelopment, reinvestment, and placemaking in its established districts. The updated Comprehensive Plan presents recommendations to strengthen Glen Ellyn’s existing residential neighborhoods, commercial corridors, and the Downtown while looking at opportunities for new development. The Plan serves as a guide for planning and land use decisions and policy formation over the next 10 to 20 years.

1st Public Hearing: Held December 10, 2020
The Glen Ellyn Plan Commission reviewed approximately the first half of the draft Comprehensive Plan (pages 1-43). The Village’s consultants, Houseal Lavigne Associates, covered a range of topics including residential area policies, commercial area policies, housing diversity, potential development sites, building heights in the downtown and parking ratios for new development.

2nd Public Hearing: Scheduled for January 7, 2021
The next public hearing on the second half of the draft Comprehensive Plan will be held via Zoom on January 7, 2021. Zoom links to participate in the second public hearing will be posted on the Comprehensive Plan website in advance of the meeting and will also be included in the meeting agenda posted on the Village’s website by no later than Wednesday, December 30, 2020. Topics to be covered at the second public hearing include transportation, community facilities, parks and open space and plan implementation.
Comprehensive Plan - Adopted in 2001
The Village of Glen Ellyn’s Comprehensive Plan was adopted in 2001 and provides a long-range vision for physical improvement and development in the Village and the Village’s planning jurisdiction. The Plan provides recommendations for such things as:
- Community facilities
- Land use
- Public facilities
Target-area plans for the Village’s three commercial areas (Downtown, Roosevelt Road and Historic Stacy’s Corners) are included.
The Plan is the result of numerous public meetings and extensive deliberation by the Comprehensive Plan Advisory Committee, the Glen Ellyn Plan Commission and the Village Board of Trustees.
Virtual Open House Meetings
The Village recently held two virtual open house meetings for the public to have the opportunity to view a full draft of the Comprehensive Plan.

Following the open house meetings, additional opportunities for public participation in the Comprehensive Planning process will take place at three public hearings before the Plan Commission as well as a Village Board workshop and a Village Board meeting. The first of three public hearings is scheduled to take place on Thursday, December 10 at 7 p.m. Details on how to participate can be found on the Comprehensive Plan website.
